The memorialists did not then ask that a similar privilege should be extended to all Banks, & they have no business to complain now that we have adhered to the terms of the memorial.
In the reply (attached to 13547/74) which Lord Carnarvon sent to the despatch forwarding the memorial, he distinctly stipulated that the permission then given was not to be considered a precedent for extending similar facilities to other Banking companies.
Of course it is only an argumentum ad hominem, but it might serve to stop these people's persistent demands.
The inclosure to 5773, to this letter should be sent to Sir A. Kennedy, that he may know all that has passed.
